The Destruction of a Refugee Camp in Greece:

A report by the Movement for the Rights of Refugees and Immigrants in Patras.

The consequences of the war by EU and US in Afghanistan are more than apparent in
Greece. This war created thousands of refugees who are trying to survive by traveling
to “democratic” Europe. Thousands have died on this “journey” and those that arrived
alive face a “fortress Europe.” The following is a report about the destruction of a
point of arrival, a refugee camp, in the third biggest town in Greece, Patras.

The Patras refugee camp was destroyed on July 12, 2009. It had a lifetime of
approximately eight years. Located in the north of the city, next to a small river -
Milichos - behind Iroon Polytechniou Avenue, it consisted of about 150 small huts, in
an area of 5 to 6 acres, with a mosque in the center and a few improvised shops. It
hosted and protected 1000 to 2000 refugees from Afghanistan. Though it was an
improvised camp, under miserable hygienic conditions, it was the last refuge, the
last hope for refugees in Patras. At least 300 of them had applied for asylum and had
managed to get a “red card,” while 200 others wanted one, but could not apply, since
the authorities who are responsible for accepting and processing applications did not
have a translator.

Several attempts to demolish the camp were made by the authorities.

On the 23rd of January 2008, for example, with the use of a demolition protocol that
was composed by the Prefecture and characterized the camp as “an arbitrary
construction,” another effort to tear down the camp was made. This effort was
preceded by an extensive operation that took place in order to arrest and remove from
the city 1500 refugees. Both the arrest and the demolition activities were prevented
after organized actions by the Movement of the rights of Refugees and Immigrants and
a huge demonstration (of 2.000 people) that took place with the participation of the
refugees themselves in the end of January.

A year later, second attempt was made on the 21st of January 2009, when a fire burned
down about 40 huts. Authorities accused Afghans themselves as the arsonists. The fire
was put out and the camp was once more saved.

The solidarity movement supported this “miserable camp” and insisted to the end that
before demolishing the already existing refugee camp, a new one should be built
within the city limits, where people could move freely whenever and wherever they
wanted.

This claim was widely accepted and adopted by some official members of Mr.
Karamanlis’ government, such as the Minister for Home Affairs, Mr. Pr. Pavlopoulos.
The Support Movement to the Immigrants and Refugees and other organizations defending
refugees rights also demanded that asylum and travel documents should be issued to
the refugees, the under age should be protected, and activities aiming to the social
integration of the refugees should be supported.

After the recent European Union (EU) elections, along with the rise of the right-wing
party of LAOS, the (supposedly) socialist party of PASOK acceded to the ruthless EU
measures against refugees: “No tolerance to illegal immigrants.” Those were the words
used before the elections by the leader of PASOK, Mr. G. Papandreou. These are the
immediate reasons why the plans for building a new refugee camp were abandoned and,
instead, cruel police measures were adopted, including the fortifying of the harbor
and the launching of police invasions on the camp. In addition several arrests were
made under terrorizing circumstances. The refugees who were not arrested (especially
those who had a red card) were threatened to prevent them from going near the camp again.

Under these circumstances – and especially because of the police actions - the number
of residents in the camp dramatically declined during the past two months. The
refugees stopped sleeping in the camp and dispersed within the city. Some of them
fled to other places. Police authorities and the local political leadership were
satisfied by the effectiveness of these measures and the decrease in the number of
refugees, claiming that these measures helped to solve the “problem” of the camp
without the need of creating a new host place.

Sunday morning of the 12th of July 2009, however, was the time of the “final
solution.” At 5:30 am, police forces reinforced by six MAT squads (with blue and
green overalls) - who came from Athens – surrounded the camp, under the presence of
the local political leadership and a public prosecutor. Never before in Patras there
was there a such “operation” by the police. And this “operation” was against people
that are the victims of a war; that is, it is an “operation” against refugees that
are created by the war of US and EU.

This operation found the parties of New Democracy, PASOK and LAOS, in agreement and
in favor to the tough measures of the police forces. It was intended to solve the
refugee problem in the city by military means. An official statement concerning this
measure was released on Saturday evening, but it was not clear what it meant. Along
with the remaining refugees, only 15 members of our organization and a few other
people in solidarity were present. Other people, including young members of
anarchists groups either failed to approach, got arrested or were detained for
identification.

Some police forces encircled the camp while others invaded it. About 200 refugees who
did not manage to escape were arrested. The leaders of the operation didn't permit to
the members of our organization to have any access to information or to the refugees.
Only after two hours of pressure did we see a document by the Perfecture that
permitted the destruction of the camp, but its legality is questionable.

Bulldozers, trucks and buses (one double-decker bus and three normal ones) arrived.
Bulldozers made the final attack on the camp, while the buses gathered the refugees.
Under-age children were taken and left at a shelter in Konitsa (400 km north). The
red card possessors were taken away to a hotel, since the have applied for asylum.
Those who did not have the appropriate papers and were not under age (always
according to the decisions made by the police) were driven to an unknown destination
and detained, without anybody being informed concerning their whereabouts. At 8 am,
when Afghans disappeared from the camp, the bulldozers and the trucks began
demolishing the huts, excluding the mosque in order not to be blamed for disrespect
to this religious place. A few minutes later flames appeared in the camp site,
completing the demolition quickly and without exceptions. The mosque turned into ashes.

According to the police, the fire was started by the Afghans and as proof of this
claim video tape belonging to local TV stations showed three Afghans running in the
camp. According to uncertain information at this time the three Afghans have already
been tried in court for committing arson.

Later the same morning, a second operation started, this time against the Sudanese
who live in the south of the city. The Sudanese have no huts, only blankets and
cardboard shelters. For the authorities, it was a good opportunity to “clear” Patras
from all foreigners.

The Movement for the Rights of Refugees and Immigrants states, «It is a failure of
policy to resort to military solutions as a response to social problems. It is a
failure of policy to be unable to design a long-term immigration plan. It is a
failure of policy to make decisions while ignoring the causes that produce refugees.
Tomorrow, in one week or in one month refugees will be here again.»

Doctors Without Borders (working inside the Afghans’ camp since May 2008 providing
primary medical care and psychosocial support) expressed its deep concern after the
police operation in the camp of Patras: «Most of the people are forced to leave their
country because of war or extreme poverty and face an uncertain future and a possible
detention for an unknown period of time. This can have very negative effects on
health and psychological state ». The Communist Party and SYRIZA (left parties) made
statements, condemned police operation against the Afghans’ camp and characterizing
it as brutality.

While police forces and political leadership seem satisfied by the outcome of the
operation, the Movement for the Rights of Immigrants and Refugees and several other
movements of solidarity with the refugees are planning the following actions:
Supporting and offering solidarity to refugees and immigrants wherever they are found
within the city, where they are hiding under the fear of arrests and deportations.
Taking all the necessary legal actions in order to find out the legitimacy of the
break down of the camp.
Pushing the authorities to accept new applications for asylum.
Demanding that the asylum seekers are treated with dignity and have their rights
protected.
Publishing the brutality, since hunting the refugees is a cruel barbarism.
We demand:
- The release of the arrested.
- The issuing of asylum and travel documents to the refugees.
- The protection of the under age with social inclusion measures.
- The social integration of the refugees.

As one of the asylum seekers told us yesterday “Even if the house of animals is
destroyed, people permit them to build their house somewhere else. We don’t even have
this right.”

Περίεργη Πυρκαγιά στον καταυλισμό των τσιγγάνων στο Καρλόβασι Σάμου

Στις 7 Ιουλίου σημειώθηκε πυρκαγιά “άγνωστης αιτίας” σε μικρό καταυλισμό τσιγγάνων στην είσοδο του Καρλοβασίου, στο νησί της Σάμου. Η φωτιά ξέσπασε στις 5 τα ξημερώματα. Ο μικρός καταυλισμός και 3 οχήματα με εμπορεύματα καταστράφηκαν αμέσως παρά την επέμβαση της πυροσβεστικής.
Ευτυχώς δεν υπήρξαν τραυματισμοί καθώς οι περισσότεροι τσιγγάνοι έλειπαν. Τραγική ειρωνία, ενώ το καράβι στο οποίο επέβαιναν πλησίαζε στο λιμάνι για να δέσει οι τσιγγάνοι από το κατάστρωμα έβλεπαν τον καταυλισμό τους να καίγεται!
Γεννιούνται ερωτηματικά. Κατά τη διεξαγωγή ανακριτικής διαδικασίας, υπεύθυνος θα βρεθεί η γνωστή φιάλη υγραερίου . Όμως: η φωτιά ξέσπασε 5 το πρωί και ενώ τα επίπεδα υγρασίας είναι υψηλά – παρόλα αυτά η καταστροφή ήταν άμεση. Οι φιάλες υγραερίου χρησιμοποιούνται συνεχώς από τους τσιγγάνους – και τις χρησιμοποιούν από μικρά παιδιά - είναι μέρος της καθημερινότητάς τους. Η ολοσχερής καταστροφή του μικρού καταυλισμού έγινε χωρίς ανθρώπινες απώλειες καθώς οι τσιγγάνοι έλειπαν – και άρα το γεγονός έλαβε μικρές διαστάσεις.
Οι τσιγγάνοι είναι βέβαιοι πως η φωτιά δεν ήταν ατύχημα. Την άποψη αυτή συμμερίζεται κομμάτι του κόσμου στο Καρλόβασι εντάσσοντας την πυρκαγιά στο γενικό ρατσιστικό κλίμα που συνδιάζεται με οικονομικά συμφέροντα.

ΣΧΕΔΙΟ ΚΟΙΝΟΥ ΚΕΙΜΕΝΟΥ ΜΚΟ ΚΑΙ ΣΥΛΛΟΓΙΚΟΤΗΤΩΝ

Στο πλαίσιο του «διαλόγου» περί μετανάστευσης διακρίνουμε σωρεία ανακριβειών, παραπληροφόρησης και μία προσέγγιση του όλου ζητήματος η οποία δεν είναι μόνο μονόπλευρη αλλά παράλληλα το διογκώνει παρουσιάζοντάς το ως μείζον εθνικό πρόβλημα. Σε ένα τέτοιο πλαίσιο δεν δίνεται η δυνατότητα μιας νηφάλιας και αναλυτικής προσέγγισης του ζητήματος που θα επιδιώκει να φωτίσει όλες τις παραμέτρους του και να εστιάσει σε ουσιαστικά μέτρα άμβλυνσης των προβλημάτων, με αποτέλεσμα η συζήτηση αυτή να οδηγεί στην στοχοποίηση των μεταναστών και των προσφύγων, αυτών δηλαδή που στην πραγματικότητα είναι τα θύματα πολέμων, διώξεων, ανέχειας αλλά και μεταναστευτικών πολιτικών. Καθώς ο «διάλογος» αυτός φαίνεται σε μας μονόλογος, μιας και δεν έχει δοθεί ο λόγος στους περισσότερους από τους εκπροσώπους των οργανώσεων που ασχολούνται με πρόσφυγες και μετανάστες, θεωρούμε χρέος μας να παρέμβουμε προκειμένου να ενημερώσουμε την ελληνική κοινωνία για τις απόψεις μας επί του θέματος αυτού.

Θέλουμε να τονίσουμε ότι ανάμεσα σε αυτούς που αποκαλούνται συλλήβδην και απαξιωτικά «λαθρομετανάστες» υπάρχουν πολλοί που κατάγονται από χώρες οι οποίες βρίσκονται σε εμπόλεμη κατάσταση λόγω στρατιωτικών επεμβάσεων ή εμφυλίου πολέμου (π.χ. Ιράκ, Αφγανιστάν, Σομαλία, Σουδάν) ή έχουν αυταρχικό καθεστώς (π.χ. Ιράν), ΕΙΝΑΙ ΔΗΛΑΔΗ ΠΡΟΣΦΥΓΕΣ.. Πέραν του ηθικού και ανθρωπιστικού καθήκοντος που έχουμε να βοηθήσουμε αυτούς τους ανθρώπους, υπάρχει ένα πλέγμα νομοθετημάτων (διεθνείς συμβάσεις, εθνική νομοθεσία) που τους προστατεύουν. ΕΧΟΥΜΕ ΔΗΛΑΔΗ ΝΟΜΙΚΗ ΥΠΟΧΡΕΩΣΗ ΝΑ ΤΟΥΣ ΠΡΟΣΤΑΤΕΥΣΟΥΜΕ.

Η υποχρέωση αυτή επιβάλλει:

Απρόσκοπτη είσοδο στη χώρα όσων επιθυμούν να ζητήσουν άσυλο, πρόσβαση στη διαδικασία ασύλου, δίκαιη εξέταση του αιτήματος ασύλου, παροχή στέγης, τροφής, περίθαλψης, άδειας εργασίας και χορήγηση επιδομάτων.

Η ΧΩΡΑ ΜΑΣ ΔΕΝ ΑΝΤΑΠΟΚΡΙΝΕΤΑΙ ΣΤΙΣ ΝΟΜΙΚΕΣ ΑΥΤΕΣ ΥΠΟΧΡΕΩΣΕΙΣ ΤΗΣ.

Ειδικότερα: Δεν επιτρέπει την είσοδο των προσφύγων στη χώρα (επιχειρήσεις Λιμενικού στη θάλασσα, ναρκοπέδια). Τους συλλαμβάνει στα σύνορα και τους επιβάλλει διοικητική απέλαση. Δεν παρέχει πρόσβαση στη διαδικασία ασύλου. Τους θέτει εκτός διαδικασίας ασύλου με παράτυπες πρακτικές. Δεν εξετάζει δίκαια τα αιτήματα ασύλου. Δεν παρέχει στέγη, τροφή επιδόματα.

Εξαιτίας αυτής της παράνομης πρακτικής πολλοί πρόσφυγες καθίστανται παράνομοι και εξαθλιώνονται καθώς παραμένουν άστεγοι ή ζουν σε άθλια καταλύματα.

Θέλουμε επίσης να επισημάνουμε ότι ένα άλλο σημαντικό ποσοστό των αλλοδαπών που βρίσκονται στη χώρα μας είναι εκείνοι στους οποίους έχει επιβληθεί το μέτρο της απέλασης πλην όμως η εκτέλεση του μέτρου αυτού είναι ανέφικτη. Πρόκειται για άτομα τα οποία προέρχονται από χώρες στις οποίες υπάρχει εμπόλεμη κατάσταση/ ανθρωπιστική κρίση η απέλαση στις οποίες αντιβαίνει στο διεθνές δίκαιο καθώς και από χώρες στις οποίες υπάρχει πρακτική αδυναμία εκτέλεσης της απέλασης λόγω έλλειψης συνεργασίας των διπλωματικών αρχών. Παρά τις σχετικές παρεμβάσεις που έχει κάνει ο Συνήγορος του Πολίτη και ενώ είναι δεδομένο ότι τα άτομα αυτά δεν είναι δυνατόν να απελαθούν, οι αρμόδιες αρχές της χώρας μας δεν τους χορηγούν άδεια διαμονής αφήνοντάς τα στην παρανομία και την εξαθλίωση.

Παράλληλα η Πολιτεία αρνείται να αναγνωρίσει ότι σήμερα στη χώρα μας ζουν και εργάζονται δεκάδες χιλιάδες οικονομικοί/ες μετανάστες/τριες, που βρίσκονται σε καθεστώς παρανομίας, ενώ έχουν εισέλθει και ζουν στη χώρα ήδη από πολλά χρόνια. Για τους ανθρώπους αυτούς η Πολιτεία αρνείται να θεσπίσει μια νέα διαδικασία νομιμοποίησης παρά το γεγονός ότι πρόκειται για ανθρώπους κατά τα άλλα ενταγμένους στην ελληνική κοινωνία. Παράλληλα με τις αυστηρές διατάξεις του μεταναστευτικού νόμου για την ανανέωση των αδειών διαμονής όλο και περισσότεροι νόμιμοι μετανάστες καθίστανται παράνομοι.

Αντί η Πολιτεία να κινηθεί προς την κατεύθυνση της προσαρμογής της πολιτικής της χώρας μας στα προβλεπόμενα από το διεθνές δίκαιο και της τακτοποίησης του νομικού καθεστώτος των προσφύγων και των μεταναστών που ζουν για πολλά χρόνια στη χώρα μας:

Α/ αυστηροποιεί όλο και περισσότερο το νομικό πλαίσιο.

Συγκεκριμένα:

Με το πρόσφατο προεδρικό διάταγμα 81 αναθέτει την εξέταση του αιτήματος ασύλου στην αποκλειστική αρμοδιότητα των αστυνομικών διευθυντών και στερεί από τους αιτούντες άσυλο το δικαίωμα εξέτασης του αιτήματός τους σε δεύτερο βαθμό σε αντίθεση με την ευρωπαϊκή νομοθεσία.

Παρατείνει την διοικητική κράτηση για περίοδο έως και ένα έτος προβλέποντας μία υπέρμετρα αυστηρή ποινή στέρησης της ελευθερίας σε βάρος ανθρώπων που δεν έχουν παραβιάσει άλλο κανόνα δικαίου παρά μόνο στερούνται των νομιμοποιητικών εγγράφων παραμονής στη χώρα.

Δίνει τη δυνατότητα να διατάσσεται από κάθε αστυνομικό διευθυντή, η απέλαση κάθε αλλοδαπού σε βάρος του οποίου έχει ασκηθεί ποινική δίωξη για κάθε πλημμέλημα χωρίς να απαιτείται καν τελεσίδικη καταδίκη από δικαστήριο. Πρόκειται για διάταξη που - πέραν των άλλων - βάλλει ευθέως κατά του τεκμηρίου αθωότητας.

Β/ εξαγγέλλει τη δημιουργία χώρων κράτησης σε όλη τη χώρα και προβαίνει σε μαζικές συλλήψεις.

Σημειώνουμε ότι οι εξαγγελίες για εσπευσμένη χρήση παλαιών στρατοπέδων ως χώρων κράτησης σε συνδυασμό με το βεβαρημένο ιστορικό της χώρας μας ως προς τις συνθήκες κράτησης (επανειλημμένες καταδίκες από το Ευρωπαϊκό Δικαστήριο Ανθρωπίνων Δικαιωμάτων, καταδικαστικές εκθέσεις Συμβουλίου της Ευρώπης κλπ) και την πρόσφατα θεσπισμένη αύξηση του χρόνου κράτησης μας προκαλούν έντονη ανησυχία.

Όπως προκύπτει από τα ανωτέρω, για την κατάσταση της παρανομίας και της εξαθλίωσης που παρατηρείται σε διάφορες περιοχές των αστικών κέντρων (κέντρο Αθήνας, Πάτρα) δεν ευθύνονται οι πρόσφυγες και οι μετανάστες αλλά οι αρχές της χώρας μας οι οποίες δεν εφαρμόζουν την σχετική διεθνή νομοθεσία και δεν μεριμνούν για την τακτοποίηση μεταναστών που διαμένουν και εργάζονται στη χώρα μας πολλά χρόνια.

Καλούμε λοιπόν τις αρχές της χώρας μας να εγκαταλείψουν την οδό των μαζικών συλλήψεων και να προβούν αμέσως σε όλες τις απαραίτητες ενέργειες προκειμένου η χώρα μας να ανταποκριθεί όπως οφείλει από το διεθνές δίκαιο στις υποχρεώσεις τις οποίες έχει απέναντι στους πρόσφυγες και τους μετανάστες, να αντιμετωπίσει τα υφιστάμενα προβλήματα και να λάβει τα απαραίτητα μέτρα για να προληφθεί η επανεμφάνισή τους.

Κατεδάφιση του καταυλισμού Πάτρας

Κατεδάφιση του καταυλισμού ή περί βαρβαρότητας

Κυριακή, 12 Ιουλίου. Κι ενώ οι κυριακάτικες εφημερίδες βρίθουν από δημοσιεύματα που κάνουν ξεκάθαρη τη σχέση οργανωμένου εγκλήματος με πολιτικούς, αστυνομικούς και λοιπούς «γνωστούς-άγνωστους» μαφιόζους και λαμόγια, το κράτος επιβεβαιώνει όλα αυτά με τον πιο ανάγλυφο τρόπο.

Η επιχείρηση κατεδάφισης του καταυλισμού ξεκινά πριν ακόμη ξημερώσει. Εκατοντάδες αστυνομικοί, κάθε είδους, καλυμμένοι από το σκοτάδι ως εγκληματίες που είναι στην πραγματικότητα, περικυκλώνουν ασφυκτικά τον καταυλισμό. Αποκλείουν την πρόσβαση στον οποιοδήποτε με μπλόκα στους γύρω δρόμους, τρομοκρατία, εξακριβώσεις στοιχείων και προσαγωγές ώστε να μην υπάρχουν μάρτυρες της επικείμενης θηριωδίας.

Οι λιγοστοί φοβισμένοι μετανάστες που είχαν απομείνει στον καταυλισμό, μετά από εβδομάδες φοβερής πίεσης, ανθρωποκυνηγητών, μαζικών συλλήψεων και απροκάλυπτης βίας, παραδόθηκαν στους δήμιούς τους άνευ όρων. Κάποιοι τρέχουν να ξεφύγουν στα γύρω στενά και ακολουθεί κυνηγητό. Όσοι συλλαμβάνονται μεταφέρονται στις κλούβες, μετά στο κτίριο της ασφάλειας και ύστερα στα κολαστήρια που ονομάζονται «κέντρα φιλοξενίας», τα στρατόπεδα συγκέντρωσης του σύγχρονου φασισμού.

Η αστυνομία, ο σύγχρονος στρατός κατοχής γκρεμίζει, καίει και παίρνει αιχμαλώτους, όπως ακριβώς έκαναν οι ναζί στα Καλάβρυτα μιας εποχής που κάποιοι ακόμη θεωρούν μακρινή και περασμένη. Και μετά από μια τέτοια εικόνα, του καταυλισμού να καίγεται και τις μπουλντόζες να τον ισοπεδώνουν, οι αγράμματοι δημοσιογραφίσκοι των τοπικών ΜΜΕ, υποστηρίζουν ότι «δεν υπήρξε βαρβαρότητα».

Βαρβαρότητα είναι το πηχτό σκοτάδι της προπαγάνδας που ξερνάει πάνω στην κοινωνία ο οχετός των ΜΜΕ.

Βαρβαρότητα είναι οι μηχανισμοί της κυρίαρχης προπαγάνδας που, αφού απομακρύνει τους πάντες από τον καταυλισμό, εκτός από τους λήτες, τους αλήτες, τους ρουφιάνους, τους δημοσιογράφους και κάθε πιθανό ή απίθανο συνδυασμό αυτών των χαρακτηρισμών, ισχυρίζεται ότι η φωτιά μπήκε από μετανάστες, ξεχνώντας παράλληλα τη συντήρηση μικρών εστιών ακόμα και 3 ώρες μετά την κατάσβεση της πυρκαϊάς.

Βαρβαρότητα είναι οι αυτόκλητοι εκπρόσωποι της τοπικής κοινωνίας, που σαν μοντέρνοι δοσίλογοι συγχαίρουν και χειροκροτούν τον σύγχρονο στρατό κατοχής, διαρρηγνύοντας έτσι τον κοινωνικό ιστό.

Βαρβαρότητα είναι η γραφειοκρατία που απαγόρευσε επισταμένα κι επανειλημμένα την αξιοπρεπή διαβίωση στον καταυλισμό, αρνούμενη συνειδητά να παρέχει τα στοιχειώδη, ενώ σήμερα όλοι αυτοί οι μηχανισμοί λειτούργησαν αρμονικά, προκειμένου να αφανίσουν κάθε ίχνος του καταυλισμού.

Βαρβαρότητα είναι η εκμετάλλευση στα φραουλοχώραφα της Μανωλάδας από τους νέους τσιφλικάδες, τα συνεχή πογκρόμ και οι ξυλοδαρμοί στα μητροπολιτικά κέντρα, η στέρηση κάθε ίχνους αξιοπρέπειας στις ατέλειωτες ουρές της οδού Πέτρου Ράλλη.

Βαρβαρότητα είναι η φωτιά στο Εφετείο αλλά και στον καταυλισμό πριν κάποιους μήνες, έτσι ακριβώς όπως έκαναν οι νεοναζί στις συνοικίες μεταναστών στην Γερμανία πριν από 20 χρόνια.

Βαρβαρότητα είναι τα ναρκοπέδια του Έβρου, οι περιπολίες της Frontex στο Αιγαίο, οι εμβολισμοί βαρκών, οι πισώπλατοι πυροβολισμοί από τους συνοριοφύλακες.

Βαρβαρότητα είναι η οργουελιανή κοινωνία που ξεκινάει από τις κάμερες και τα συρματοπλέγματα στο λιμάνι της Πάτρας και φτάνει στις εκατομμύρια κάμερες του Λονδίνου.

Βαρβαρότητα είναι «ο πόλεμος κατά της τρομοκρατίας» στο Αφγανιστάν και στο Ιράκ, ο εμφύλιος πόλεμος στην Σομαλία και οι κτηνωδίες του παγκοσμιοποιημένου εξουσιαστικού μηχανισμού σε κάθε γωνιά της γης.

Να μην εκδοθεί στην Τουρκία ο αγωνιστής Αρσλάν Ταϊφούν Οζκιόκ

Να αποφυλακιστεί τώρα και να πάρει πολιτικό άσυλο

Ο Αρσλάν Ταϋφουν Οζκιόκ εντάχθηκε στο αριστερό κίνημα της Τουρκίας από την δεκαετία του ‘70 και βρέθηκε χωρίς ενδοιασμούς στην πρωτοπορία του αγώνα για την ανατροπή του στρατιωτικού καθεστώτος της Τουρκίας. Το 1981, τραυματίστηκε από σφαίρα, στην διάρκεια αστυνομικής επιχείρησης και συνελήφθη. Οδηγήθηκε στο Γκαϊρέτεπε την Γενική Ασφάλεια της Πόλης, διαβόητο κέντρο ανακρίσεων και βασανιστηρίων, και υποβλήθηκε σε εξαντλητικές ανακρίσεις και βασανιστήρια, στερήθηκε κάθε περίθαλψη (η σφαίρα που σφηνώθηκε τότε στο πόδι του εξακολουθεί μέχρι σήμερα να βρίσκεται εκεί προκαλώντας μόνιμη αναπηρία και συρίγγιο) και πιέστηκε να συνεργασθεί, χωρίς να υποκύψει. Εναντίον του Οζκιόκ απαγγέλθηκε κατηγορία για συμμετοχή σε ένοπλη ενέργεια, κατά την οποία εκτελέστηκε υψηλόβαθμο στέλεχος της κρατικής ασφάλειας της Πόλης που ήταν και ο διοικητής του κολαστηρίου του Γκαϊρέτεπε. Για τις κατηγορίες σε βάρος του, ο Οζκιόκ καταδικάστηκε από τα χουντικά δικαστήρια κρατικής ασφάλειας στην θανατική ποινή.

Εξάλλου, από το 1983 παραπέμφθηκε και πάλι να δικαστεί μαζί με τα μέλη και στελέχη της οργάνωσης Dev – Sol στην ιστορική δίκη για τη δράση της οργάνωσης που ξεκίνησε τότε στην Τουρκία και συνεχίζεται μέχρι και σήμερα. Ο Οζκιόκ κρατήθηκε σε διάφορες φυλακές της Τουρκίας μέχρι το 1990, οπότε και απέδρασε. Στα χρόνια που έμεινε στη φυλακή, συμμετείχε σε όλες τις κινητοποιήσεις των πολιτικών κρατούμενων και σε πολλές απεργίες πείνας (μεταξύ των οποίων και η μεγάλη απεργία πείνας του 1984) και πρωτοστάτησε σε πολλές από αυτές. Κατά τα χρόνια που παρέμεινε έγκλειστος έγραψε δύο βιβλία για την ιστορική δίκη της Dev-Sol και για τις φυλακές.

Μετά την απόδρασή του παρέμεινε σε καθεστώς παρανομία, άγρια καταζητούμενος από τις τουρκικές αρχές, που στο πρόσωπο του έβλεπαν έναν εχθρό του καθεστώτος. Ακολουθώντας δε την γνωστή τους μέθοδο οι ανακριτικές αστυνομικές αρχές, με συστηματικές πιέσεις σε βάρος αγωνιστών που συλλαμβάνονταν προσπαθούσαν να κατασκευάσουν κατηγορίες σε βάρος του. Η Τουρκία είχε ήδη υποβάλει διεθνές αίτημα αναζήτησης μέσω της Interpol για την σύλληψη και έκδοση του Οζκιόκ. Σύμφωνα με το αίτημα της αυτό ο Οζκιόκ έπρεπε να εκδοθεί στην Τουρκία για να εκτίσει υπόλοιπο ποινής που απέμενε μετά την απόδραση του. Το αίτημα, όμως, αυτό υπέκρυπτε άλλα πράγματα.

Το 2008, ο Οζκιόκ ήρθε στην Ελλάδα, ενώ ο κλοιός έσφιγγε γύρω του και από την Ελλάδα πέρασε στην Κύπρο για να ζητήσει πολιτικό άσυλο εκεί. Στην Κύπρο όμως συνελήφθη και δικάστηκε για την παράνομη είσοδο σε 8 μήνες φυλάκιση και εγκλείσθηκε στις φυλακές της Λευκωσίας μέχρι τον Μάρτιο του 2009. Ο Οζκιόκ δήλωσε ευθύς εξ αρχής ότι ζητά να αναγνωρισθεί ως πρόσφυγας και υπέβαλε αίτημα γι’ αυτό, που όμως η Κύπρος αρνήθηκε να εξετάσει. Η κυπριακή κυβέρνηση, έντρομη μπροστά στην τουρκική απαίτηση για έκδοση και μετά από άτυπες διαβουλεύσεις με την Τουρκία και συνεννόηση με τις ελληνικές αρχές, αποφάσισε να στείλει τον Οζκιόκ στην Ελλάδα ως αρμόδια χώρα για την εξέταση του άσυλου του. Η ενέργεια αυτή συνιστούσε ήδη μια πρώτη παράνομη παράδοση του Οζκιόκ και άνοιγε το δρόμο για την έκδοση του, αφού η Κύπρος τυπικά δεν μπορούσε να προχωρήσει στην έκδοση ενός προσώπου προς στην Τουρκία ελλείψει διπλωματικών σχέσεων, αυτό όμως είναι δυνατό για την Ελλάδα.

Από την άφιξη του στο αεροδρόμιο της Αθήνας, ο Οζκιόκ τέθηκε υπό κράτηση, παρά το γεγονός ότι υπέβαλε ξανά αίτημα για άσυλο, εξηγώντας τους λόγους για τους οποίους κινδυνεύει στην Τουρκία. Οι εισαγγελικές αρχές όμως κίνησαν εναντίον του την διαδικασία έκδοσης. Παρά το γεγονός ότι ο αιτών άσυλο έπρεπε να έχει την προστασία του κράτους προς το οποίο η αίτηση άσυλου, η Ελλάδα γνωστοποίησε αμέσως την περίπτωση στην Τουρκία. Και αμέσως μετά την τυπική της ενημέρωση η Τουρκία εξέδωσε 3 απανωτά εντάλματα σύλληψης σε βάρος του Οζκιόκ, τα οποία καμία σχέση δεν έχουν με το αρχικό αίτημα για έκδοση, αλλά εμπεριέχουν μεταγενέστερες διώξεις με την κατηγορία της συμμετοχής του Οζκιόκ στην ηγεσία της οργάνωσης DHKP-G, που αποτελεί τν συνεχεία της Dev – Sol στην Τουρκία. Όλα τα εντάλματα στηρίζονται σε μαρτυρίες κατηγορούμενων που έχουν συλληφθεί από τις τούρκικες αρχές με την ίδια κατηγορία.

Σήμερα ο Οζκιόκ συμπληρώνει εννιάμιση μήνες στην φυλακή και κινδυνεύει με έκδοση στην Τουρκία. Στην Τουρκία αντιμετωπίζει την θανατική ποινή, η οποία δεν εκτελείται αλλά μετατρέπεται σε κάθειρξη. Όμως, όπως η Τουρκία ενημέρωσε τις ελληνικές αρχές, το αίτημα για μετατροπή της ποινής του Οζκιοκ έχει απορριφθεί, με το αιτιολογικό ότι ήταν φυγάς. Αντιμετωπίζει ακόμη σωρεία άδικων κατηγοριών που στηρίζονται σε καταθέσεις συγκατηγορούμενων θυμάτων βασανισμού, που έχουν ληφθεί με τον γνωστό τρόπο και που δεν έχει την δυνατότητα να αντιμετωπίσει με ίσους όρους και με τις εγγυήσεις που τα διεθνή standards επιβάλουν. Και αντιμετωπίζει ακόμη την οργή των τουρκικών διωκτικών μηχανισμών. Αν ο Οζκιόκ εκδοθεί στην Τουρκία, είναι ήδη βέβαιο ότι θα τελειώσει τη ζωή του στη φυλακή. Και θα είναι η πρώτη φορά μετά την παράδοση του Οτσαλάν που ένας Τούρκος πρόσφυγας θα εκδοθεί στην Τουρκία.

Solidarity with the refugees in Morocco


It has now been more than 4 years since UNHCR opened a new office in Rabat, acting swiftly and promptly in response to requests from European states trying to keep asylum seekers, especially from Sub-Saharan Africa, away from their borders.

Only after several years of waiting UNHCR's presence in Morocco was officially recognised, and even after that the cooperation of the Moroccan government - a precondition for making the refugee status granted by UNHCR work in daily life - could not be guaranteed.

In fact, Morocco, despite having signed the 1951 Geneva Convention on the Status of Refugees, refuses to recognise the identity card issued by UNHCR and to grant those who are in its possession the associated rights, in particular with regard to their residence in the country, access to employment and public services, and freedom of movement.

After years of waiting in absolute precarity and facing insecurity about tomorrow, refugees from a number of African countries (Ivory Coast, Congo, Rwanda, etc.), hoping that their rights will be recognised and that their situation will improve, staged a permanent sit-in in front of the UNHCR's office demanding their resettlement in other countries that respect their refugee status and the rights associated with it.

After having been driven away by force by various forces of repression in the night of 27 June 2009, after one week of continuous sit-in, the only promise they were made was that negotiations would be conducted with the person responsible for the Moroccan office of UNHCR, Mr Johannes Van der Klauw, from 2 July 2009 onwards.

We, member organisations of the Euro-African migration network, having supported the refugees and asylum seekers over the last years,

  • express our understanding for their desperation,
  • condemn the violence exercised against them by the forces of order,
  • demand that UNHCR assumes its responsibilities and carries out its mission, which is to protect refugees and guarantee a secure and decent life,
  • express our solidarity with their movement und their demands and assure them of our vigilance, so that their rights are recognised in their entirety,
  • demand that all recognised refugees are systematically granted full freedom of movement and establishment and protection worldwide.

Solidarität mit den Flüchtlingen in Marokko

Es ist jetzt mehr als 4 Jahre her, dass der UNHCR ein neues Büro in Rabat eröffnet hat, womit er mit Eifer und Hast auf die dringenden Bitten der europäischen Staaten reagiert, die sich darum bemühen, Asylsuchende, insbesondere diejenigen aus Subsahara-Afrika, fernzuhalten von ihren Grenzen.

Nachdem es mehrere Jahre gedauert hatte, bis der UNHCR seine Präsenz in Marokko offiziell anerkannt bekam, hatte er keine als Vorraussetzung seiner Arbeit nötige Garantie für die Kooperation der marokkanischen Regierung, um den Status von Flüchtlingen, die er anerkennt, im täglichen Leben umsetzbar zu machen.

Tatsächlich ist es so, dass Marokko trotz Unterzeichnung der Genfer Flüchtlingskonvention von 1951 sich weigert, den Ausweis, den der UNHCR ausstellt, für gültig zu erklären und denen, die in seinem Besitz sind, die Rechte, die damit verbunden sind, zu geben, besonders betreffend den Aufenthalt, die Arbeit, den Zugang zu öffentlichen Dienstleistungen und die Bewegungsfreiheit.

Nach so langen Jahren des Wartens in absoluter Prekarität und Unsicherheit über den nächsten Tag, haben Flüchtlinge, die aus einer bestimmten Zahl afrikanischer Länder kommen (Elfenbeinküste, Kongo, Ruanda etc.) und darauf hoffen, dass ihre Rechte anerkannt werden und ihre Situation sich verbessert, ein permanentes Sit-in vor dem Sitz des UNHCR organisiert, um ihr Resettlement (Aufnahme) in Ländern zu fordern, die den Status von Flüchtlingen und die damit verbundenen Recht respektieren.

Mit Gewalt vertrieben durch verschiedene Repressionskräfte in der Nacht auf den 27. Juni 2009, nach einer Woche kontinuierlichem Sit-in, war die einzige Versprechung, die sie schließlich erhielten, die der Eröffnung von Verhandlungen mit dem Verantwortlichen des marokkanischen UNHCR-Büros, Herrn Johannes Van der Klauw, ab 2. Juli 2009.

Wir, Mitgliedsorganisationen des euro-afrikanischen Netzwerks zu Migration, die die Flüchtlinge und AsylbewerberInnen in den letzten Jahren unterstützt haben,
  • drücken unser Verständnis aus für ihre Verzweiflung
  • verurteilen die Gewalt, die ihnen gegenüber ausgeübt wurde von Seiten der Ordnungskräfte
  • fordern, dass der UNHCR alle seine Verantwortung wahrnimmt und seine Mission gewährleistet, die darin besteht, den Schutz, den Schutz von Flüchtlingen sicher zu stellen und ihnen die Garantie für ein sicheres und anständiges Leben zu geben
  • und erklären unsere Solidarität mit ihrer Bewegung und ihren Forderungen und versichern sie unserer Wachsamkeit, damit die Gesamtheit ihrer Rechte anerkannt wird.
  • fordern , dass allen anerkannten Flüchtlingen systematisch vollständige Bewegungs- und Niederlassungsfreiheit und Schutz auf der ganzen Welt zuerkannt wird.

Solidarité avec la lutte des réfugiés au Maroc


Cela fait maintenant plus de 4 ans que le Haut Commissariat aux Réfugiés a ouvert un nouveau bureau à Rabat, répondant avec empressement et dans la précipitation aux sollicitations des Etats européens, soucieux d'éloigner les demandeurs d'asile, provenant en particulier de l'Afrique subsaharienne, de leurs frontières.

Ayant dû lui-même attendre plusieurs années avant que le Maroc n'avalise officiellement sa présence au Maroc, le HCR n'avait aucune garantie préalable de la coopération du gouvernment marocain pour rendre le statut de réfugié qu'il allait délivrer opérationnel dans la vie quotidienne des réfugiés au Maroc.

En effet, malgré le fait que le Maroc soit signataire de la Convention de Genève relative au statut des réfugiés de 1951, il refuse de valider la carte délivrée par le HCR et de reconnaître à ceux qui sont en sa possession les droits y afférants, notamment en matière de séjour, de travail, d'accès aux services publics, de liberté de circulation.

Après tant d'années d'attente dans la précarité la plus absolue et l'incertitude des lendemains, les réfugiés provenant d'un certain nombre de pays africains (Côte d'Ivoire, Congo, Rwanda, etc.) désespérant de voir reconnaître leurs droits et évoluer leur situation, ont organisé un it in permanent devant le siège du HCR afin d'obtenir leur réinstallation dans des pays respectueux du statut de réfugiés et des droits y afférents.

Dispersés par la force par différents corps de répression dans la nuit du 27 juin 2009, après une semaine de sit in continu, la seule promesse qu'ils ont finalement obtenue est celle de l'ouverture de négociations avec le responsable du bureau marocain du HCR, Mr Johannes Van der Klauw, à partir du 2 juillet prochain.

Nous, organisations membres du Réseau euro-africain sur les migrations, ayant soutenus les réfugiés et demandeurs d'asile tout au long de ces dernières années,

  • exprimons notre compréhension de leur désespoir
  • condamnons les violences dont ils ont été victimes de la part de forces de l'ordre
  • demandons que la HCR prenne toutes ses responsabilités et assure sa mission qui est de protéger les réfugiés et de leur offrir la garantie d'une vie sûre et décente
  • déclarons notre entière solidarité avec leur mouvement et leurs revendications et les assurons de toute notre vigilance afin que leur soient reconnus l'ensemble de leurs droits.
  • réclamons l’octroi systématique à tous les réfugiés statutaires d’une complète liberté de circulation et d’installation et d’une protection à travers le monde.

These are the latest new from Rabat, where more than 100 refugees (with papers from the UNHCR) were sittung in front of the UNHCR office since the 18th of june and demanding resettlement in a third state, beceause they don't get any rights and residence permit in Morocco: Last night the police came, blocked all the streets leading to the UNHCR office and threatened to drive the refugees away by force. Refugees tried to negociate. Supporters (like Lucile from attac Moroc, who wrote this mail) were not allowed to come closer. At 1.30 a.m. the police had driven all refugees away, but the refugees stayed together and tried to go in a group towards the city center. The police blocked them and two pregnant women fell down after being beaten. During three hours, the refugees tried to explain their demands to the police and refused to disperse. Around 3.30 a.m. a provisional solution was found: the refugees sleep together in a public garden where they can have a meeting the next day to decide how to go on with their movement.
The refugees' determination, calm behaviour and capacity to negotiate was impresssing.
Three Spanish journalists were observing the events of this night.

Yesterday I asked how we could support the refugees except making their struggle public in Europe? In Germany (and other countries?) there is a campaign for resettlement and reception of refugees in some cities, and I think it would be a very concrete thing to demand the unconditional resettlement of these people struggling in Morocco. As I got to know, 246 handed over demands for resettlement and their files to different embassies in Morocco, and they want to fight for it together and get the possibility to go to a country where their rights are respected.
People or groups who want more information and new photos can ask me - I get many e-mails, but all are in French and I don't have the time to translate all. But I think it is necessary to support these struggles and connect them to others, like those in Calais, Lesbos and elsewhere!
