We try to invite a Guinean activist from Rabat to the noborder camp on Lesbos and I think it would be good to link the struggles there, in Greece, in Calais, in Eastern Europe etc.!

Solidarity with the refugees in Morocco


It has now been more than 4 years since UNHCR opened a new office in Rabat, acting swiftly and promptly in response to requests from European states trying to keep asylum seekers, especially from Sub-Saharan Africa, away from their borders.

Only after several years of waiting UNHCR's presence in Morocco was officially recognised, and even after that the cooperation of the Moroccan government - a precondition for making the refugee status granted by UNHCR work in daily life - could not be guaranteed.

In fact, Morocco, despite having signed the 1951 Geneva Convention on the Status of Refugees, refuses to recognise the identity card issued by UNHCR and to grant those who are in its possession the associated rights, in particular with regard to their residence in the country, access to employment and public services, and freedom of movement.

After years of waiting in absolute precarity and facing insecurity about tomorrow, refugees from a number of African countries (Ivory Coast, Congo, Rwanda, etc.), hoping that their rights will be recognised and that their situation will improve, staged a permanent sit-in in front of the UNHCR's office demanding their resettlement in other countries that respect their refugee status and the rights associated with it.

After having been driven away by force by various forces of repression in the night of 27 June 2009, after one week of continuous sit-in, the only promise they were made was that negotiations would be conducted with the person responsible for the Moroccan office of UNHCR, Mr Johannes Van der Klauw, from 2 July 2009 onwards.

We, member organisations of the Euro-African migration network, having supported the refugees and asylum seekers over the last years,

  • express our understanding for their desperation,
  • condemn the violence exercised against them by the forces of order,
  • demand that UNHCR assumes its responsibilities and carries out its mission, which is to protect refugees and guarantee a secure and decent life,
  • express our solidarity with their movement und their demands and assure them of our vigilance, so that their rights are recognised in their entirety,
  • demand that all recognised refugees are systematically granted full freedom of movement and establishment and protection worldwide.

Solidarität mit den Flüchtlingen in Marokko

Es ist jetzt mehr als 4 Jahre her, dass der UNHCR ein neues Büro in Rabat eröffnet hat, womit er mit Eifer und Hast auf die dringenden Bitten der europäischen Staaten reagiert, die sich darum bemühen, Asylsuchende, insbesondere diejenigen aus Subsahara-Afrika, fernzuhalten von ihren Grenzen.

Nachdem es mehrere Jahre gedauert hatte, bis der UNHCR seine Präsenz in Marokko offiziell anerkannt bekam, hatte er keine als Vorraussetzung seiner Arbeit nötige Garantie für die Kooperation der marokkanischen Regierung, um den Status von Flüchtlingen, die er anerkennt, im täglichen Leben umsetzbar zu machen.

Tatsächlich ist es so, dass Marokko trotz Unterzeichnung der Genfer Flüchtlingskonvention von 1951 sich weigert, den Ausweis, den der UNHCR ausstellt, für gültig zu erklären und denen, die in seinem Besitz sind, die Rechte, die damit verbunden sind, zu geben, besonders betreffend den Aufenthalt, die Arbeit, den Zugang zu öffentlichen Dienstleistungen und die Bewegungsfreiheit.

Nach so langen Jahren des Wartens in absoluter Prekarität und Unsicherheit über den nächsten Tag, haben Flüchtlinge, die aus einer bestimmten Zahl afrikanischer Länder kommen (Elfenbeinküste, Kongo, Ruanda etc.) und darauf hoffen, dass ihre Rechte anerkannt werden und ihre Situation sich verbessert, ein permanentes Sit-in vor dem Sitz des UNHCR organisiert, um ihr Resettlement (Aufnahme) in Ländern zu fordern, die den Status von Flüchtlingen und die damit verbundenen Recht respektieren.

Mit Gewalt vertrieben durch verschiedene Repressionskräfte in der Nacht auf den 27. Juni 2009, nach einer Woche kontinuierlichem Sit-in, war die einzige Versprechung, die sie schließlich erhielten, die der Eröffnung von Verhandlungen mit dem Verantwortlichen des marokkanischen UNHCR-Büros, Herrn Johannes Van der Klauw, ab 2. Juli 2009.

Wir, Mitgliedsorganisationen des euro-afrikanischen Netzwerks zu Migration, die die Flüchtlinge und AsylbewerberInnen in den letzten Jahren unterstützt haben,
  • drücken unser Verständnis aus für ihre Verzweiflung
  • verurteilen die Gewalt, die ihnen gegenüber ausgeübt wurde von Seiten der Ordnungskräfte
  • fordern, dass der UNHCR alle seine Verantwortung wahrnimmt und seine Mission gewährleistet, die darin besteht, den Schutz, den Schutz von Flüchtlingen sicher zu stellen und ihnen die Garantie für ein sicheres und anständiges Leben zu geben
  • und erklären unsere Solidarität mit ihrer Bewegung und ihren Forderungen und versichern sie unserer Wachsamkeit, damit die Gesamtheit ihrer Rechte anerkannt wird.
  • fordern , dass allen anerkannten Flüchtlingen systematisch vollständige Bewegungs- und Niederlassungsfreiheit und Schutz auf der ganzen Welt zuerkannt wird.

Solidarité avec la lutte des réfugiés au Maroc


Cela fait maintenant plus de 4 ans que le Haut Commissariat aux Réfugiés a ouvert un nouveau bureau à Rabat, répondant avec empressement et dans la précipitation aux sollicitations des Etats européens, soucieux d'éloigner les demandeurs d'asile, provenant en particulier de l'Afrique subsaharienne, de leurs frontières.

Ayant dû lui-même attendre plusieurs années avant que le Maroc n'avalise officiellement sa présence au Maroc, le HCR n'avait aucune garantie préalable de la coopération du gouvernment marocain pour rendre le statut de réfugié qu'il allait délivrer opérationnel dans la vie quotidienne des réfugiés au Maroc.

En effet, malgré le fait que le Maroc soit signataire de la Convention de Genève relative au statut des réfugiés de 1951, il refuse de valider la carte délivrée par le HCR et de reconnaître à ceux qui sont en sa possession les droits y afférants, notamment en matière de séjour, de travail, d'accès aux services publics, de liberté de circulation.

Après tant d'années d'attente dans la précarité la plus absolue et l'incertitude des lendemains, les réfugiés provenant d'un certain nombre de pays africains (Côte d'Ivoire, Congo, Rwanda, etc.) désespérant de voir reconnaître leurs droits et évoluer leur situation, ont organisé un it in permanent devant le siège du HCR afin d'obtenir leur réinstallation dans des pays respectueux du statut de réfugiés et des droits y afférents.

Dispersés par la force par différents corps de répression dans la nuit du 27 juin 2009, après une semaine de sit in continu, la seule promesse qu'ils ont finalement obtenue est celle de l'ouverture de négociations avec le responsable du bureau marocain du HCR, Mr Johannes Van der Klauw, à partir du 2 juillet prochain.

Nous, organisations membres du Réseau euro-africain sur les migrations, ayant soutenus les réfugiés et demandeurs d'asile tout au long de ces dernières années,

  • exprimons notre compréhension de leur désespoir
  • condamnons les violences dont ils ont été victimes de la part de forces de l'ordre
  • demandons que la HCR prenne toutes ses responsabilités et assure sa mission qui est de protéger les réfugiés et de leur offrir la garantie d'une vie sûre et décente
  • déclarons notre entière solidarité avec leur mouvement et leurs revendications et les assurons de toute notre vigilance afin que leur soient reconnus l'ensemble de leurs droits.
  • réclamons l’octroi systématique à tous les réfugiés statutaires d’une complète liberté de circulation et d’installation et d’une protection à travers le monde.
